The Children’s Internet Protection Act (C.I.P.A.) was signed into law on December 21, 2000. Under CIPA, no school or library may receive discounts for E-rate Internet Access or Category 2 funding unless it certifies that it is enforcing a policy of Internet safety.
CIPA requires that both schools and libraries adopt an Internet Safety Policy (ISP) describing its protection of minors from offensive and harmful internet content by:
- Limiting access and/or monitoring of online activities;
- Maintaining a technology protection measure that filters or blocks obscene or inappropriate images from computers with internet access;
- Providing reasonable public notice and holding one public meeting that addresses these internet safety policies.
For Schools only: Since 2012, the Internet Safety policy is required to include some form of education about internet use that includes cyber bullying awareness, and appropriate behavior regarding social networking and chat rooms.
